We have 1.5 million orders multistore and 0.5 million customers and we found that migration tool is slow, what is the best way we can take to make it faster and faster?

You should proceed migration on a good VPS server (Please refer to the question #4 in this migration FAQs) to learn more abuot a few points to improve the performance.
Under your circumstance, if possible, we highly recommend you start with a fresh M2 instance and enable the Keep Original IDs for better performance.
