We need to update our online store theme to a responsive one and also add extensions.
Could you explain the developer package?
do I need to call a developer every time I want to add an extension or do any website arrangements? Can I do by layout or it needs to be by code html?

Our Developer subscription grants you access to full Magento 1 themes (with our (Mageneto 1) built-in extensions for free) and Magento 2 themes (base theme only. Built-in extensions for Magento 2 need separated purchase).
We provide the theme on as-is basis, if you need extra customization, you should handle at your end.
If you use our product for your own store, single purchase is a saving option for you. Meanwhile, if you provide custom service to your clients, then please consider Developer subscription as it provides you much more benefits.
Since Magento 2, our built in extensions are no longer provided free, each theme will be provided on standalone basis, as mentioned here: https://www.ubertheme.com/magento-news/preview-crafts-premium-theme-magento-2/
