Can I have a downloadable user guide for all the magento templates. Currently I can access the userguide only if I have membership. but if my membership expires, I cannot access the userguide and just to access userguide (if I do want any other support and template) I have to renew membership which is not fair.

I am afraid that you could not download the userguide, you can save as a page and after expiry date, you still view them.
But when we save as a page, and open offline, we are not able to see pictures

You can copy and past on docs. You will see images. Saving as page, image can be not available.
