Being that 90% of orders are made via mobile phones, its very important for the website to be responsive for mobile devices.
What can we do to make this theme responsive? If this theme doesn’t support responsive, is there anything that we can do?

Hi Jeancarlos,
It’s pity that Celas was developed many years ago, when the responsive support was not in place.
As you can see on our Celas product page -- https://www.ubertheme.com/magento-themes/celas/, we keep updating this theme mainly for compatibility (at present, it supports Magento 1.7)
So, I am afraid we can provide the theme on as-is basis only. Thanks for your understanding.

Are we able to use a different theme just for the mobile version?

The optimal choice remains to make the current Celas responsive. Yet this will take you pretty much extra cost which is not the option I prefer. So I am in a hard situation to give you suggestion now.
