I am not able to open the UB data migration Lite from the admin panel it says “localhost refused to connect.”

Hi Suresh,
The issue might relate to your localhost configuration only. It would be easier for us to debug if you can deploy a live instance where we can have a closer look.
Please note our Lite version is available for Magento 2.0.7 only, and it does not support NGINX. Also, it uses old code base with limited feature sets, thus it is mainly for testing purpose only.
