So basically no solution for this unless its paid again? I have paid for this more than once

Mage2TaxCalculationRate: Tax Country Id cannot be blank.
That issue occurred because the value of the ‘tax_country_id’ was required in the ‘tax_calculation_rate’ table in M2 DB, however, in your M1 DB, there was at least one record in this table that had a missing value of this field.
Once you renew the subscription, we will check and suggest you a workaround then.
