Is there anyway to make the postcode field to be 6 number only (in register shipping/billing address), and make city field a fixed name (because I’m in Singapore), thank you very much

By default this is not supported by magento core, you would need to add pretty much of custom code, you can find a developer to help on this or consider to order our tweak service.
