Shopping Cart Rule issue

I have built a store where we offer free shipping over a certain order value. When I do a trial and get to that point of the checkout I note that i am given the option to check a box for free shipping or one for paid shipping even though the order is over the minimum amount. Is that how it should work or have i missed a setting? I had presumed that as the shipping was free then the paid shipping method would not show once the order was over a certain price.

I have attached a screen shot to show you what I mean.Attachment 40085

Ok so what you are saying is I have the correct settings. But Magento only knows when it is under the minimum price and so charges for shipping. When it is over the minimum price the client still has to choose he wants free shipping it does not offer it as the default.

I check on your site and see that the shipping methods on your site are working correct.

Because "Flat rate" and "Free" are 2 different methods so with all orders have total > 1 200 000 shipping will has 2 method shipping. Free shipping can’t be default in this case.
