I had a problem importing the tablerates.csv file for a long time in Magento. The system just said to me that the tables were in the wrong format. I tried to find a solution for this on the different forums and experimented a bit. It seems as previously stated on many forums that saving the file in Excel and importing that file will cause issues and proboably will not work.
All I did, and I am on a Mac, is that I exported the CSV file from Magento and opened it in the default Texteditor on my Mac, I then used the same style in adding my rates and saved it. Viol
