I have this error “[InvalidArgumentException] Package ubertheme/module-ubdatamigration at version has a PHP requirement incompatible with your PHP version (7.1.20)” while use this command “php composer.phar require ubertheme/module-ubdatamigration”.

Thanks for working around with our migration tool.
It seems you used our migration script distributed on Github. Such script is compatible with PHP 7.0.0 only, as indicated here.
Actually, we no longer maintain the outdated version on our Github, and replaced with a newer Pro version.
If you still want to make a testing migration, you can install again via composer using Magento 2.0.x (for PHP 7.0.0); or manually download the script to install on your Magento instance with PHP 7.1.20.
However, we have not updated the script for long, it might lead to unexpected issues when you proceed testing migration. Please consider moving forward with the Pro version, it will definitely save you pretty much time.
