how do you add a link or a new button to the menu on top.. (not where it has the welcome message)

Adding menu items is done through the menu manager.
If your template is set to show the mainmenu for example, in your administrator control panel you would navigate to menus > main menu -- then click New in the top right corner and add a new menu item!
