my magento site does not submit anything to paypal pro. Could it be related to the template? I’ve noticed a few strange things in the admin page, for instance, under Config >> Paypal, I do not have the check boxes for "select a payment method". I used the quickinstall for this website.

something is wrong with the quickstart install, the one that provides v1.4.1 of magento. I reinstalled magento 1.5.1 and loaded the template without using quickstart. It’s all working now.
