That mentioned tab is showing product attributes, it displays attribtes whose the field of "Visible on Product View Page on Front-end" set to Yes.

Once you have the new tab created, I believe all you need to do is create the new static block for/with the content you wish to ascribe to that particular product. If you’re going to use this same type of layout and info for multiple products, you probably want to create a template you can use to input the specific info relative to each product.
