I just fixed now it seems working fine. The list fine changed.
/app/design/frontend/gem/default/template/checkout/onepage/shipping_method.phtml
/app/design/frontend/gem/default/template/checkout/onepage/shipping.phtml
/app/design/frontend/gem/default/template/checkout/onepage/payment.phtml
/app/design/frontend/gem/default/template/checkout/onepage/billing.phtml
