The "Estimate Shipping and Tax" block is on the cart page but when I click on "Get a Quote" no shipping methods are loaded (some shipping methods are available during checkout), is there something I should check to correct this problem?

Thanks for your details information, I’ve checked your site and I tried to delete file 1column.phtml (this case it will loads the base 1column.phtml file) then I also delete all cookies, but it still not work. I meant it also does not work with the base file, I’m noticed with this error:
"NetworkError: 500 Internal Server Error -- http://www.novatron.gr/checkout/cart/"
there maybe something wrong with your server side.
Error 500 issues are often associated with permission settings on/for your server folders/files. In general, folders should be set at 755 and files at 644.
If you are uncertain -- or uncomfortable -- with setting server permissions . . . reach out to your Web Host’s Technical Support and they should be able to look into the matter and assist you.
