how to activate "Checkout as Guest

I have a problem with my website and is not how to activate "Checkout as Guest."

Steps to enable/disable Guest checkout

Login as admin and select System->Configuration, then click on “Checkout” under SALES, then click on Checkout Options. Then select Yes to allow or No to deny from Allow Guest Checkout dropdown and click on save config button.
