Hi Ikultura,
Are you certain your webhost is running Magento 1.3? Some webhosts that run an older version of Magento are not able to upgrade to Magento 1.3. The Magento 1.3 install fails just after the database screen, which is what you describe.
I had this experience of MAgento 1.3 failing at the database screen. My solution was to change webhosts, because I wanted to run the JM Sulfur template. The url is illuminationstudio.org and it is showing Flash until JM Sulfur is up and runnung.
